The three grants Qatar SMEs are competing for

Each grant programme has a different intent, a different ceiling, and a different evidence pack. We map your business to the right one before any document is drafted.

Up to QAR 2.2M

QRDI Small Business Innovation Grant

Phased non dilutive funding for early stage SMEs commercialising innovative products and services. Phase one supports proof of concept work, phase two supports market entry. Assessors expect a defensible cost build, a forward forecast, and clean books from day one. See the official QRDI Council page for the latest call windows.

Up to QAR 18M

QDB Estithmar Programme

Direct financing facility from Qatar Development Bank for established SMEs investing in expansion, capex, or sector specific growth. Audited accounts, three year forecast, sensitivity analysis and a clear use of funds schedule are non negotiable parts of the application pack.

Up to QAR 1.5M

FinTech Development Grant

Targeted support for FinTech ventures progressing through the Qatar FinTech Hub pipeline. Reviewers expect IFRS compliant management accounts, KPI tracking on user growth and unit economics, and a regulatory readiness narrative for QFC or QCB licensing.

Why most grant applications get rejected

In our experience preparing Qatar SMEs for funding, four issues kill more applications than any other. None of them are about the idea.

  1. Weak financial statements. Books that have not been reconciled, classifications that drift from IFRS, and a closing balance that does not agree to the trial balance. Grant assessors stop reading.
  2. No credible audit trail. Cash transactions without backing invoices, related party flows that are not disclosed, and revenue recognition that does not follow a consistent policy. This signals risk and the application is shelved.
  3. Poor cost justification. Round number budgets, vendor quotes that do not match line items, and a use of funds table that cannot be tied back to the project workplan. Most grant rejections cite weak cost build, not weak ideas.
  4. No forward looking forecast. A static profit and loss with no scenario modelling, no break even analysis, and no sensitivity on key assumptions. Assessors cannot see how the grant moves the needle.

What grant ready financials actually means

Four artefacts make the difference between an application that gets read and one that gets returned.

Audited statutory accounts under IFRS

A clean opinion from a recognised auditor in Qatar, with prior year comparatives and full disclosure notes. This is the baseline credibility document for any grant pack.

Structured monthly management reporting

A repeatable monthly pack covering profit and loss, balance sheet, cash flow, and variance commentary. It shows assessors that the business is run on numbers, not on instinct.

Documented KPI framework

The two or three operating metrics that prove traction in your sector. Unit economics for FinTech, utilisation for services, gross margin per SKU for product. Tracked monthly, presented on a dashboard.

Defensible three year forecast

An integrated model linking revenue assumptions, hiring, capex and working capital. Sensitivities on the two or three drivers that matter, with a written narrative behind every input.

How GMPA prepares Qatar SMEs for funding

A four step engagement that takes a typical SME from messy books to a complete grant pack in six to ten weeks.

1

Bookkeeping clean up

Reconcile every account, fix prior period misclassifications, lock down your chart of accounts, and bring records into line with IFRS so the audit can run cleanly.

2

Financial forecasting

Build an integrated three year model with month by month detail. Stress test the assumptions, write the narrative, and align the use of funds table to the grant workplan.

3

KPI dashboards

Define the right two or three operating metrics for your sector, wire them to your bookkeeping system, and publish a monthly dashboard you can show any assessor.

4

Audit ready record pack

Assemble the complete supporting evidence pack: invoices, contracts, board minutes, related party schedules. Everything an assessor or auditor will request, indexed and ready.

Questions Qatar founders ask before they engage us

Who can apply for the QRDI Small Business Innovation Grant?

Qatari registered SMEs with an innovative product or service, typically in healthcare, logistics, smart cities, creative industries or other QRDI priority sectors. Phase one supports earlier stage proof of concept work, phase two supports companies ready to commercialise.

How long does QDB take to review a grant or financing application?

Review timelines vary by programme and completeness of the pack. Estithmar applications with audited accounts, a clean forecast and a tight use of funds schedule move materially faster than applications missing those artefacts.

Do I need audited accounts before applying for an Estithmar facility?

For most Estithmar tracks, yes. Audited statutory accounts under IFRS, with prior year comparatives, are a baseline expectation. We can run a parallel audit prep workstream while building the application.

Can a startup with no revenue still apply for QSTP funding?

Yes. QSTP product development funding is structured for pre revenue and early revenue ventures. The financial pack focuses on a credible cost build, a milestone schedule, and a forecast that shows how cost share funding accelerates the path to market.

What financial documents does QDB ask for?

Typically: audited financial statements for the last two to three years, a three year forecast, a management accounts pack, a use of funds schedule, supporting vendor quotes, and disclosure of any related party transactions.

How does GMPA work with grant readiness clients?

We scope the engagement to the grant programme you are targeting and the state of your books. Most engagements run six to ten weeks and combine bookkeeping clean up, audit prep, forecasting and KPI dashboard work into a single readiness package.
